Governor Hogan exemplified leadership by achieving bipartisan, common sense solutions during his time in office with an overwhelming majority of all Republicans, Democrats and Independents—nearly 80% of all Marylanders—approving of the job he did. He cut taxes for eight consecutive years, including the largest tax cuts in state history—amounting to $4.7 billion. Despite inheriting a $5.1 billion budget deficit, he left office with a remarkable $5.5 billion in reserves—a more than $10 billion swing. Governor Hogan also restored peace in Baltimore City amidst the 2015 riots, reduced health care premiums by over 30%, and made significant investments in education, transportation infrastructure, environmental protection, and cybersecurity for Maryland's future. All this while triumphing over a personal battle with cancer.
Recognizing the urgency of fostering cyber resilience, Governor Hogan made it a priority during his tenure. He created the role of State Chief Information Security Officer through executive order. In 2021, Governor Hogan organized the Annapolis Cybersecurity Summit, bringing together senior officials from the White House, Congress, NSA, and FBI, as well as academic leaders and private sector experts. The Governor also pushed for cybersecurity grant funding to be included in the IJAA.
In 2022, Governor Hogan created the Maryland Information Sharing and Analysis Center (MD-ISAC). This initiative facilitates the sharing of Cyber Threat Intelligence among Maryland governmental bodies, including State agencies, counties, municipalities, school systems, universities, and political subdivisions. Governor Hogan's dedication to cybersecurity is evident through the appointment of the state's first-ever Director of State Cybersecurity and Director of Local Cybersecurity. These leadership roles are crucial for achieving a comprehensive statewide cybersecurity approach, known as "Whole of State Cybersecurity."
Regardless of party affiliation, Marylanders agree: Governor Hogan delivered results for his state. As Governor Hogan left office, he had the highest approval rating of any governor in Maryland history and one of the highest of any governor in the nation. Hogan is the founder of An America United, as well as the Founding Chairman of Hogan Companies, a Maryland based real-estate services company.
