The Contractor Model Comes Into Full View:

Chinese Government Hackers Are Targeting Your Infrastructure Right Now

ELEVATED, trending toward HIGH. Unchanged from October 8 - escalation to HIGH is warranted if active Exchange exploitation is confirmed in the next 72 hours. CISA, the FBI, and international partners attributed a sustained campaign to Flax Typhoon, operated by private contractor Integrity Technology Group, and the FBI seized seven domains powering its hacking platforms. Separately, a 63-node China-operated SSH botnet is scanning for ICS protocols alongside traditional IT services.

Flax Typhoon is operated by Integrity Technology Group, a Chinese company building offensive tools under contract: Microscan (scanning), FishHub (phishing-as-a-service), a Mirai botnet, EBurst (password spraying). Chain: Microscan finds Exchange/OWA, EBurst sprays, FishHub delivers XSS harvesting, DiagTrack.exe deploys, SoftEther persists, LOLBins move laterally. The FBI seized this once in 2024 - back online within months.

A 63-node China-operated SSH botnet active since March 2026 conducts credential spraying, then persists via chattr-hardened authorized_keys. It scans both IT (SSH, RDP, SMBv1, MySQL) and industrial protocols (Fox ICS, MQTT) - the same infrastructure probing email servers is scanning building automation and SCADA. Confirmed victims include Afghan government and Indonesia's Ministry of Defense.

CISA published 10 ICS advisories in 72 hours: Johnson Controls EasyIO FG, Hitachi RTU500 (EOL SCADA), Hitachi SOI (ActiveMQ RCE), Grid Protection Alliance openPDC, Red Lion N-Tron 700. The SSH botnet's ICS scanning shows adversaries looking for these systems.

T1190

No new government ransomware incidents reported, but FAKEUPDATES→LockBit and GOOTLOADER chains remain active, with LockBit 5.0, Akira, and Qilin targeting government. Absence of a victim today is not a predictor of tomorrow.

Three sources confirmed AI is operationally weaponized this cycle, including a Chinese actor using ARTEX with Claude against South Korean banks. Mythic C2 and Aisuru Botnet C2 were identified as active infrastructure. Atlassian CVE-2026-21589 (CVSS 9.3) is under active exploitation, and the ShinyHunters arrest hasn't removed PeopleSoft risk.

The Bottom Line

The FBI's seizure of Flax Typhoon's infrastructure is a tactical win, not a strategic solution - Integrity Technology Group rebuilt after the 2024 takedown and will almost certainly do so again. The Chinese government's investment in commercial cyber contractors means state networks face adversaries with the resources and persistence of a funded technology company, not a handful of government hackers. Three actions matter most this week: confirm MFA is enforced on every Exchange/OWA access point - EBurst is defeated by MFA, the single highest-impact action available. Block the IOCs and hunt in your logs - if any system has communicated with the seized domains or botnet IPs, you need to know today. And verify your IT/OT segmentation is real - the adversary is scanning your building automation and SCADA systems through the same botnets probing your email servers. The threat is documented. The indicators are published. What remains is execution.

1
Confirm MFA on every Exchange/OWA access point today.
2
Block the IOCs and hunt in your logs this week.
3
Verify your IT/OT segmentation is real, not assumed.
