Zero-Days Stacking Up:

What State Government CISOs Need to Know This Week

ELEVATED, trending toward HIGH. Changed from ELEVATED baseline. Three vulnerabilities are confirmed exploited in the wild: two new Ivanti Connect Secure zero-days chained for root-level AD credential theft, a CISA KEV addition for Atlassian products, and a Nextcloud flaw quietly exploited for 34 days before public disclosure. A Chinese threat group has also expanded from government into healthcare, education, and manufacturing.

DevelopmentSignificance
Two new Ivanti Connect Secure zero-days (CVE-2026-104935 and CVE-2026-111357) are being chained by UTA0576 to achieve unauthenticated root-level access and steal Active Directory credentials - extending a campaign first identified in early October against fully patched appliances.Third distinct Ivanti exploitation cluster this conflict cycle
CISA added CVE-2026-21589 to the KEV catalog - an unauthenticated file access flaw affecting nearly the entire Atlassian Data Center suite, including Confluence, Jira, Bitbucket, and Crowd (the SSO federation product).A public proof-of-concept is already circulating
Nextcloud's Collabora CODE integration was exploited in the wild since September 10 via CVE-2026-110447, but the advisory wasn't published until October 14 - a 34-day gap during which attackers planted web shells on unpatched servers.Advisory-driven patching alone would have missed this entirely
UNC7072, a Chinese state-linked group, expanded CLOUDHAZE backdoor campaigns from government targets into healthcare, education, retail, and manufacturing.State agencies sharing infrastructure with these sectors are now directly in scope
Microsoft and Health-ISAC disrupted three phishing-as-a-service kits (CoGUI, Haozi, Iron Man System) that facilitated over 1 billion phishing messages to 75,000+ organizations, including government agencies.Lures are hosted on trusted cloud domains, defeating standard reputation filtering
The DOJ unsealed indictments against 14 North Korean operatives in the Famous Chollima IT worker scheme, which used stolen identities and laptop farms to infiltrate U.S. organizations through fraudulent remote employment.Direct implications for state government remote-hiring practices

This is the third distinct Ivanti Connect Secure exploitation cluster in recent cycles. CVE-2026-104935 bypasses authentication entirely on appliances running versions before 25.1.3.0; CVE-2026-111357 then exploits a trust relationship in the DSCache service to escalate to root.

CVE-2026-21589 allows an unauthenticated attacker to read arbitrary files from the server, including configuration files with database credentials and SSO secrets.

T1190T1083T1005T1552.001

A case study in the advisory gap problem: attackers began exploiting CVE-2026-110447 on September 10, a patch released the next day with no public advisory, exposing any agency relying on advisory-driven patching for 34 days.

T1190T1059.004T1505.003

UNC7072's rapid expansion from government-focused espionage to eight sectors matters for state agencies: many share infrastructure with education and healthcare (state health departments, Medicaid), making the threat direct; and the actor's use of S3 data exfiltration in education signals cloud-native tradecraft likely to be adapted against Azure Government or M365 GCC environments.

T1190T1059.001T1071.001T1087.003T1537

DOJ indictments reveal a systematic scheme in which North Korean operatives used stolen or fabricated identities to obtain remote IT positions at 70 U.S. companies.

Priority 1 — Ivanti Compromise:

Hunt Hypothesis: If UTA0576 has exploited our Ivanti ICS appliances, we will see unauthorized administrative account creation and credential dumping artifacts. Detect: audit admin accounts created after Oct 1; monitor NTDS.dit/LSASS access from VPN segments; alert on outbound connections from management interfaces. ATT&CK: T1190 T1068 T1078 T1003

Priority 2 — Atlassian File Access:

Hunt Hypothesis: If CVE-2026-21589 is being exploited, we will see unauthenticated HTTP requests to sensitive file paths. Detect: review access logs for requests to application.properties, dbconfig.xml; monitor bulk file reads; if Crowd DC is deployed, rotate shared secrets. ATT&CK: T1083 T1005 T1552.001

Priority 3 — Nextcloud Web Shell Persistence:

Hunt Hypothesis: If CVE-2026-110447 was exploited against our Nextcloud instances during the 34-day exposure window, PHP web shells will be present in the Collabora app directory.

Priority 4 — UNC7072 CLOUDHAZE Activity:

Hunt Hypothesis: If UNC7072 is targeting our cloud environment, we will see BEHINDER web shell artifacts and data staging to external S3 buckets. Detect: alert on unexpected service principal identity queries; monitor non-organizational S3/Blob transfers; deploy BEACON C2 signatures. ATT&CK: T1190 T1059.001 T1071.001 T1087.003 T1537

Priority 5 — Phishing Kit Evasion:

Detect: review Entra ID logs for device-code flow anomalies; monitor credential pages on *.azurewebsites.net/*.googleapis.com; update gateway rules for trusted-cloud links. ATT&CK: T1566.002 T1598.003 T1078.004 T1539

Financial Services
Tax
Primary threats
State revenue systems process billions and hold PII for millions; disrupted phishing kits specifically impersonated financial brands at 1 billion+ message scale.
Actions
  • Audit Entra ID logs for device-code flow anomalies on financial service principals
Energy
OT
Primary threats
Four ICS/medical device advisories this cycle, including Eclipse Milo and Ignition; the CenterPoint Energy breach affecting 1M+ Texans shows direct constituent impact.
Actions
  • Verify IT/OT segmentation; confirm Ivanti cannot move laterally into SCADA
Healthcare
Health
Primary threat
UNC7072's confirmed expansion into healthcare is the headline concern - state health departments managing Medicaid are high-value targets for espionage and ransomware.
Actions
  • Deploy CLOUDHAZE/BEHINDER detection on health department segments; audit cloud storage for health data
Government
Gov
Primary threat
Remains the primary target for nation-state espionage per CISA AA26-281a; the Ivanti chain and Atlassian KEV addition both target products commonly deployed in state government.
Actions
  • Confirm Ivanti/Atlassian inventory across agencies; initiate emergency patching
Aviation / Logistics
DOT
Primary threats
No aviation-specific campaigns this cycle, but phishing kits impersonated logistics brands and UNC7072's retail/manufacturing expansion suggests supply chain systems are in scope.
Actions
  • Audit third-party vendor access to DOT/port systems for MSP credential compromise

No 7-day actions for the selected roles.
Review Android device procurement policies statewide; require MDM enrollment and prohibit unvetted MediaTek-based hardware.
CISO / Exec
Commission a security architecture review of on-premises collaboration platforms, review OT/ICS environments for Eclipse Milo/Ignition deployments, and initiate a 90-day VPN architecture evaluation given three Ivanti zero-day clusters.
CISO / ExecICS / OT
No 30-day actions for the selected roles.
The Bottom Line

There is a pattern that repeats with uncomfortable regularity: a nation-state actor discovers a zero-day, exploits it for espionage, and within 7-14 days of public disclosure, ransomware operators adopt the same vulnerability as an initial access vector. We are in that window right now for both the Ivanti and Atlassian vulnerabilities.

1
Patch Ivanti, Atlassian, and Nextcloud today.
2
Deploy CLOUDHAZE detection and brief hiring managers this week.
3
Evaluate ZTNA alternatives and review Android procurement this month.
